If we can restrain ourselves when anger arises like this It cannot make our anger dominate our minds. When anger is in control We will have the wisdom to use other dharma teachings to counteract our anger.

Therefore, this restraint is the first line to prevent anger from escalating. It is the dharma that should be made in the mind.
